Australia Trade Lane Tightens: Maersk's New Documentation Rule Meets October Rate Restorations

2026-10-14

Two separate pressure points are converging on the Australia trade lane this month: documentation discipline on the export side, and a stepped round of rate restorations and surcharges on the pricing side. Shippers on this lane should rework their calendars around the following dates.

Maersk's documentation rule, in brief

Under the policy announced on October 6, export shipments from Australia must have complete Shipping Instructions submitted and the bill of lading Verify Copy process finished no later than 38 hours before the vessel's ETA at the first load port. Miss that and the box is rolled to the next sailing; for split transport documents, one outstanding Verify Copy holds up the entire shipment, with storage, detention and rehandling costs on the customer. Soft launch is November 2, full enforcement November 30. New Zealand exports follow the same rule, measured against the compliance or deep-sea load port rather than the feeder port. Maersk frames it partly as a SOLAS compliance measure.

Key pricing dates to mark

  • October 10: ANL's revised Napier port dues apply — NZ$187 per dry 20/40ft, NZ$374 per reefer.
  • October 15: ANL rate restorations on North East Asia–Australia cargo (a separate round covers South East Asia, the Indian subcontinent and the Middle East); ANL peak-season hazardous cargo surcharge of US$150 per TEU on Melbourne/Sydney–New Zealand shipments.
  • October 17: Swire Shipping peak-season surcharges to Papua New Guinea and the Pacific.
  • October 22: CMA CGM's revised emergency fuel surcharges on Australia, New Zealand and PNG exports to Europe and the Americas.
  • November 1: further ANL restorations on spot and FAK cargo.

The market behind the notices

  • Shanghai–Sydney SCFI rates eased only in week 40, after seven consecutive weekly rises; blank sailings on the lane still run at 8.8%.
  • Global schedule reliability fell to 49.9% in August — the lowest since September 2022 — and landside delays at DP World West Swanson in Melbourne have persisted for over a month.
  • Forty-foot high cube and reefer boxes remain tight across Asian origin ports, with five-to-seven-day delays reported at Shanghai and Ningbo.

What shippers should do now

  • Pull internal SI and Verify Copy deadlines at least 24 hours ahead of the official 38-hour cutoff, and assign one owner for draft approvals.
  • Lock October 15-pre-rate-restoration space where cargo is ready, and demand all-in quotes so surcharges cannot hide in the fine print.
  • Check compliance early: new Australian biosecurity instruments took effect October 1, and the 2026–27 brown marmorated stink bug season is in force.
