Three Months After the EU Killed Its €150 Duty-Free Threshold, China-Europe Air Cargo Is Being Reshaped
Three months into the EU's low-value parcel crackdown, the numbers are in — and they are unambiguous.
What changed
- 1 July 2026: the duty-free exemption for imports under €150 was abolished. Low-value parcels now pay a flat €3 duty per product category.
- 1 November 2026: a further €2 flat handling fee per parcel takes effect, stacking on top of the duty.
What the September data shows
- Tonnage: combined mainland China and Hong Kong airfreight to Europe fell 10% year on year in September, per WorldACD — an improvement on July's -14% and August's -15%, but the split is stark. Hong Kong to Europe dropped 24%; mainland China fell just 2% and is back near June levels.
- Frankfurt Airport: total September cargo rose 2.5% to 174,773 tonnes on strong US belly-hold demand — yet imports from China fell 1.8% and from Hong Kong 7.4%, a decline the airport explicitly ties to the abolished exemption and weaker e-commerce flows.
- Belgium: H7 simplified low-value declarations fell 53% year on year, and the average declared value per item jumped from €5.73 to €10.85. The cheapest direct-mail traffic is being priced out, not rerouted.
Where rates stand
- China-Europe full-market average: $4.53 per kilo in September, up from $4.26 in August but well below June's $5.22.
- Freightos data for the week to 13 October: China-North Europe air rates fell another 7% week on week, while China-North America rose 3%. September China-US spot averaged $6.05 per kilo, 30% above a year ago. Lane choice is now a margin decision.
What shippers should do
- Convert direct-mail small parcels into bulk-cleared, EU-warehouse fulfilment. That amortises the new €5-per-parcel fixed cost to cents per unit.
- If you have discretionary Q4 air volume for Europe, book in the next two weeks — the current dip is a buying window, not a trend to wait out.
- Quote duty, handling fee and freight as separate line items. Surprise charges at checkout are killing conversion more than the duty itself.
